I am having this problem also.
I have tried re-setting and the various different combinations suggested - i am running Legacy on my MacBook Pro.
When i do command + shift + c it screenshots no cheat window....

Because it's not CMD Shift and C, It's CTRL, Shift and C https://answers.ea.com/t5/Technical-Issues-Mac/READ-FIRST-Sims-4-Mac-Help-Guides-and-Troubleshooting/m-p/4612394#M167That combination doesn't work for me either....
i have also changed through system preferences another key to be used as control and the same thing happens - it screenshots instead of bringing up cheat tray
