Sorry to read you are having issues to place other players' creations - I understand there are so many amazing things in The Gallery, it can be frustrating not being able to place them!
I would recommend you to try to place things from inside the lot, instead of from map view, that might help. So, from map view, click on the lot you want to use and load it in build mode using the option in the right bottom corner of your screen.
Once you are inside the lot, open The Gallery and try to place something.
