Camera will not rotate properly using trackpad or mouse

If anyone can figure out this problem you'll literally save my life! So basically, I was playing TS4 with mods and while I was playing, I couldn't rotate my camera anymore? I tried different mouses...

Just tried launching a clean game but unfortunately that didn't work with none of my current user data in the folder...

      Yep, that's the only way I can rotate my camera as of now.
