You tried cleaning your folder by moving out various files and folders or you tried a whole new clean Sims 4 folder? What is "everything else" that you tried? I don't want to suggest things that you have already tried.

Yes I tried cleaning my folder, repairing the game, and a lot of things I’ve seen others say that helps on this site. It’s been months since I’ve tried to fix the issue so I don’t remember all that I tried. I highlighted the problems I'm having in the pictures hopefully they’re clear enough now I also can’t move the camera around with my trackpad.

Try a clean folder by moving your current Sims 4 folder to a different location outside of the Electronic Arts folder. This will force the game to create a new Sims 4 folder with none of your current user data loaded. Does it still happen in this new clean, vanilla game?
