Cannot Complete part of Public Enemy Aspiration

I am not able to compete the "Witness the death of a sim" part of the Public Enemy Aspiration.  I have tried using a cowplant and I know that my sim has witnessed the death technically because when I look at her stats, I can see that it says witnessed death twice.  But when I open her aspirations tab, the witness the death of a sim goal is not completed.  I am not sure if this is just a bug as I have tried to reset my game, etc. and nothing has helped.  Do I just need to attempt another type of death to get the achievement?
