certain color swatches

In build/buy certain color swatches are sometimes not loading properly. I have pictures here to show what it's like. This has been happening for awhile but I thought was related to CC I had downloaded. Recently, I removed my mods folder and the issue is still happening.

    Move the Sims 4 folder to the desktop, launch a new clean game then quit. A new Sims 4 folder will have been created in Documents > Electronic Arts. Move your saves and tray folders from the folder you moved into the newly created folder. Does the swatch issue still happen? You should have no CC/Mods in your game at this point.
