Help! Missing control panel and red border

Help! I don't know what happened but when I tried to play the game, my sims were not moving and there is a red border around the screen. 

As you can see there is NO control panel, no Sims to choose/click on, and i can't go into Buy or Build mode. When I try and go back to manage households the screen turns black (still with the red border) and the game becomes frozen so the only way to exit is to turn my laptop off. The game works fine until I click play household then it gets like this.

I already tried clicking tab, tab + shift, f9, f10, shift + ctrl + v

What should i do!
