thanks. I had tried that many times. It was bringing up the bar but the testing cheats commands weren't working.
Turns out I had the wrong command to turn on the cheats as well as the wrong shortcut keys.
Specifically - listed as testingcheats on (as given in the apocalypse challenge rules) - when it should be testingCheats true

"testingcheats on" should also work. True and On are interchangeable. Carl's Guide is excellent for cheat help https://www.carls-sims-4-guide.com/cheats.php
