My Mods wont run from my external hard drive

I have a laptop that doesnt have the space I need to download all the mods I play with. I bought an external hard drive and downloaded the sims 4 game onto it and it runs perfectly. My problem arises when I try to run the mods from the folder on the hard drive. When I load the game, it creates a new folder onto my laptops drive and not the external. I have tried to create a junction from the external to the internal and that didnt work. I am so lost and annoyed. I have no idea what to do anymore. Can someone please help!!
