My sims can’t enter / leave apartment buildings with elevators

How often does the bug occur? Every time (100%)
What is your current game version number? latest update
What expansions, game packs, and stuff packs do you have installed? Seasons, University, City Living, Get Together, Parenthood, Dine Out, Laundry

Steps: How can we find the bug ourselves? Try to enter / leave and apartment building and the sim waves around to say they can’t access it as if something has blocked it. The same for when an NPC sim gets invited to the lot - they can’t enter.
What happens when the bug occurs? The sim displays the 'can't walk here' bubble
What happens when the bug occurs? The sims just stands in the hallway because they can’t leave and when I invite a sim to a lot, they just stand outside the building downstairs
What do you expect to see? Sims should be able to come into the apartment and leave easily
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Steps: How can we find the bug ourselves? Try to use the elevator in 21 Chic Street apartment building.
What happens when the bug occurs? The sim/pet displays the 'can't walk here' bubble above their head when the option "go downstairs" is clicked on the elevator.
Did this issue appear after a specific patch or change you made to your system? Yes, after the June update that came with eco lifestyle
