The Mods folder is automatically created in the Sims 4 folder located in Documents > Electronic Arts. CC must be enabled in the in-game options too.

As I said it isn’t there! Mods are enabled in the game.

Please can you post a screenshot of the contents of the folder you are looking in, clearly showing the other files in the Sims 4 folder.
