On my Mac desktop, shift-click on the sim doesn’t do anything
I recently got a Mac desktop and on my Pc, shift right click on the Sim opens a menu of options..decrease need decay, debug, etc etc etc... on my Mac I can’t figure out how to access this

It should be the same. Have you tried both Shift keys to see if one is a bit dodgy? Or an external keyboard?
