It worked! - also figured out why the first time I followed your amazing directions that it was not working.
Turns out the Mods, Saves, etc. folders were't existing in the Apps folder. They somehow landed in my Documents folder.
So I went Documents -> Electronic Arts -> The Sims 4
Renamed "The Sims 4" folder to a random "TEST The Sims 4" for the sake of changing it to something else.
It auto generated a new folder upon opening (just like you said) and WORKED!

Great 🙂 Your user data folder (The Sims 4 folder containing mods, saves etc) is always created in Documents > Electronic Arts, never in the Applications folder unless it was moved there. In which case the game will just create a new one in Documents > Electronic Arts.
