You also mention "The EA App has full disk access, so it's not that either" but the game needs access too, not just EA App. Or at least, the game needs access to your Documents folder and removable volumes if you have the game installed on an external drive or a symlink to the EA/TS4 folder on an external drive.

This was the problem! I gave full access to the game itself and now it is launching. Thank you so much.
