Sims 4 on macbook air 2020
Will the sims 4 run on a macbook air with a few expansion packs and cc? Will it make the macbook slower in any way?

Depends. MacBook Airs aren't designed for gaming at all but the M1 Airs play the game well.
If you experience in-game lag lower the settings and no, if the game is not running it has no bearing on macOS performance.
