The current game won't run in safe mode so that was a pointless thing to try in this case. You also don't need Legacy version but will have to completely uninstall the game to remove it, although the game should default to the current version when successfully launched. Was this advice from EA customer support?
Did the crashing start happening after updating the game? There was a patch on the 25th Feb.
Go into Documents > Electronic Arts and move the Sims 4 folder to the desktop then launch the game. It will be like new but will hopefully launch properly. Let me know how you get on 🙂

Thank you for your advice. I can get my game launched deleted "The Sims 4" folder and re-install.
(I can launch the game after the update on Feb. 25th, but suddenly cannot on Feb. 26th. And I contacted ea help, they said I can test it in safe mode.)
But I still have problem with the game. I cannot download any dlc in Origin.
I tried to uninstall the game and download all of them again, but I can only download the base game and 2 dlc. Other dlc cannot be downloaded.
I click Download butto, it just flash and cannot continue.
Do you have any idea how to solve this?
Thank you so much.

These are the dlcs I cannot downloaded. It shows complete but haven't been downloaded.
When I click that "download" button, it went to download but completed immediately without really downloading.
Oh, and when I click play the game, it shows as:
