Disconnect the internet completely (remove the plug, turn off the modem) when in-game and try without it.

- Clean your computer from dusk - an overheated computer can cause this
- If you have it, turn off Rivatuner Statistics Server and MSI Afterburner.

- Check if your Windows is up to date. ( especially check if you have KB4505903 update what fixed frame rate problem caused by the system)

- If it will not work could you post your computer's DxDiag? Maybe some drivers need to be updated.
