1603 V+++ ERROR CODE WTF

so Im having a issue with error 1603 and i have done my research. I have tried all possible actions that i can look up. I was wondering why this happens? I'm Trying to plays sims 4 and titian fall but each time i try to download ether of these games they just pop up with this error wtf
