I haven't ever seen any birth control function in the game though. It looks like you're talking about something that comes from a mod not working correctly.
Yes, like @simvasion says, this is from a mod. It's from the MC Command Center mod, so if you remove all mods you should not see the option at all.
Check the mods homepage if you have problem with it, but one thing you can try is to remove it and download the new verion, they update it after every patch, and you need to update yours too.
