I’m having the same exact problem. I spent hours searching through my mods/cc, deleting any faulty stuff I could find. I repaired the game several times but every time I went back in every sim would have the same action in their queue. It’s almost like the game doesn’t observe every individual sim? Idk. But I don’t think my downloaded mods are the problem.

It is mods related error reported here a few times. Each time removing mods according to the advice described above helped
Just take out the mods folder on your desktop and delete the folders and files listed above and you'll discover it immediately,
