I'm having this issue too!
--- Summary:
This is the first time I've encountered this issue, as of this morning. I have done nothing different than what I've been doing since I started playing the game (launch). When I attempt to move a sim into a lot (either base lot, my own lot creation, or a gallery lot) the only options available are "unfurnished" or "bulldoze" - even though the lot IS furnished (verified via Build/Buy mode). I'm just unable to move into them unless I choose "unfurnished". As I cannot choose "furnished" I opt for "unfurnished" just to check, and the unit is indeed unfurnished (all prior decorations are now gone). The issue presents itself when I try to move a (new) sim into a lot, and when I move a sim between lots.
I have started an entirely new game file, and the issue still occurs. I have removed all mods (MCCommand). I do download houses from the gallery, but I mostly use my own (also on the gallery),in addition to the base game lots. That said, in the fresh load file I have not installed any houses or custom lots yet. I have all expansions, GPs, and SPs. I'm using Windows 10.
This issue just started today. This is not an issue of sims moving out with furnishings, as this is a new, clean load file that has not been modified or played.
