Broken gender settings

How often does the bug occur? Every time (100%)
What is your current game version number? i dont know
What expansions, game packs, and stuff packs do you have installed? all of them except get famous
Steps: How can we find the bug ourselves? i have a picture
What happens when the bug occurs? i cant change the gender of a sim
What do you expect to see? i try to change the gender but it doesn't work and the gender settings just open and close, it's all pixels

Please describe the patch or change you made. the newest patch where you can change the terrain and so.
