Broken Vet Clinic

Yes, the pop up is there. I cure the pet, yet I still can't bill the owner even if I check everything and make sure that I cure the pet of any sickness. I've removed all custom content and mods in my game, and placed the family in a new save, and the issue still occurs. I've been paying for training, Delgato is now level 5, and random sim is now at level 3 or 4. They still seem to stand outside of the clinic and not move, or not show up at all. I've praised, promoted, demoted, fired, and criticized each of my employees, but their behavior never changes. I got a base family off of the gallery, and a new clinic, worked on their skills, and the same issue still happens even with sims I made myself.

I fixed the issue with my cat though, just needed to replace him with a twin.
