You won't loose anything. Just make sure to not delete any files and make a backup.

Unfortunatly that didn't work the camera issue still remains I can zoom in and move camera left to right and back and forth but tilt and pan do not work just spins the game crazy link above.
I've checked my drivers and they are all updated.

I don't know of this issue, so I'll trow some stuff at you and think if that might be the case.
Do you have the Sims 3 mouse option on?You can find that in the options and then Camera and Controls. This might help.
It's weird that it moves on it's own, have you tried a white piece of paper underneath the your mouse?
Also I think it could be your videocard... Also maybe a button that is stuck, on you mouse, on your keyboard...
When thinking about the problem, you use your scroll wheel to zoom, and to turn, and the problem is worse when zooming.
Could you check if the inside of your mouse is clean? Or that the mousewheel might be broken, even try a different mouse?
