Cannot click to rotate screen

Alright, so I was playing sims 4 last night and I transferred to another world with my sim. when it loaded, I was unable to use my laptop touch pad to rotate the screen. you know, when you hold down the nous and move ur curser to the direction you want it to rotate in? that's what I cannot do. please help. and don't comment "you need a wireless mous" or something. I am currently using a mouse right now, and it doesn't give me the options to rotate my screen, either.
