Cannot Install Sims 4 CC

Hii everyone! I've had Sims 4 for forever now but I'm just finally starting to download CC into the game, or trying to. I'm doing everything right but it won't show up in-game. I'm in Documents/Electrionic Arts/The Sims4/Mods and I have the Resourse.cfg in there aswell, everything I'm downloading is CC for the sims 4 and .packages and any .zips I've unzipped with WinRaR. There's nothing else in the mods folder besides the Resourse.cfg and my .package stuff so I'm not understanding what could be wrong with my game. I'm using the base game too so there should'nt be anything interfering with it I would think. Please help! Thank you!
