EA has not updated their GPU database for the Intel ARC cards. I have played on both an A750 and A770 GPUs, and I can say the game runs quite nicely on those cards.
For starters, are your display drivers up to date? The latest version is 31.0.101.5085.
It would also help to edit GraphicsCards.sgr and GraphicsRules.sgr There are guides here and here. The first one is geared towards Mac users, but the actual files you're working with are the same.
