Cannot use cheats/commands

Hi

So whenever I try to use Ctrl+Shift+C instead of getting the command panel opening my mouse turns into a cross... for no apparent reason.

I have tried starting new games; deleting my mods, repairing the game, uninstalling and reinstalling the game, deleting the the sims 4 folder in documents... none of this has worked. This problem has been happening for about a month now and is quite frustrating.

If anyone knows a way to fix this that would be awesome because I am out of ideas, otherwise this may just be a bug I am unhappily stuck with.

• Are you using mods (Please answer with: Yes, Never, Removed) --> Removed.
• Are you using custom content (as in clothing and objects) ? No
• Did you try a new game for testing purposes to see if you can duplicate the issue ? Yup, it still happened
• What is your Operating System (XP, Vista, Win 7, Win 8, Win 8.1) ? Win 7
• Do you have the download or DVD Version of the game ? Downloaded
