Can't buy anything due to insufficient funds when sims have money

What expansions, game packs, and stuff packs do you have installed? get famous seasons city living get together get to work jungle adventure vampires dine out outdoor retreat laundry day stuff spooky stuff
Steps: How can we find the bug ourselves? don't know
What happens when the bug occurs? can't buy anything in buy or build mode, it says everything is too expensive and game shows i only have $1 even though sims have more money, and a little cash register appears over the area where funds should be, saying $0. this happens with every family on every lot in every save file
What do you expect to see? i expect to be able to buy things
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
i have removed all custom content and cleared my cache already. i've tried moving sims to other lots. nothing has helped.
