Can't enter pool & can't place a pool ladder bug

I have tried to build a roof pool, and for the life of me I can not add the final finishing touch; the ladder! This wouldn't be a big deal if my Sim could get in the pool with out a ladder, but he si...

I was able to add the ladder once other things were fixed, The build as you uploaded didn't have access to the roof so I had to create a new stairway up to the roof. Once I did that it added with no problem, I also lowered the walls to the minimum height so the stairs wouldn't look so odd, but that was purely aesthetics, and didn't effect the ladder placement.
