What expansions, game packs, and stuff packs do you have installed? Realm of Magic, Vampires, Cats and Dogs, Seasons, Spooky Stuff.
Steps: How can we find the bug ourselves? Try to level up a Spellcaster with Practice Magic and Experiment.
What happens when the bug occurs? Practice Magic, Magical Training, and Experimenting with cauldron yield no learned spells or progress in any magic type, and no new learned potions. I ranked all the way up to acolyte with no progress or spells despite practicing and experimenting.
What do you expect to see? The ability to learn spells like normal.
