If you have any mods move the mods folder to the desktop, delete localthumbcache.package file in the game folder and fix the game in Origin.
Origin/Library - right-click on TS4 - option "repair game"
Turn on the game and check if this error disappeared.
If yes - you will need to check your mods and CC to find the guilty one.
If you don't have mods delete this file ( it will recreate by a game but without saved errors) and fix the game also.

Okay I'll try this have you had this happen before or know of this glitch before?

I had it when first time played in Sulami world but after deleting this file and fixing the game this small bug disappeared. To tell the truth, I have deleted other files also - like Options and Events - because I know that the game will give me the fresh delivery these files when I will turn it on. You never know if these old files are not corrupted when it was a long time in the game. But it is my way to fight with small errors of the game,
