If you have any mods move the mods folder to the desktop, delete localthumbcache.package file in the game folder and fix the game in Origin.
Origin/Library - right-click on TS4 - option "repair game"
Turn on the game and check if this error disappeared.
If yes - you will need to check your mods and CC to find the guilty one.
If you don't have mods delete this file ( it will recreate by a game but without saved errors) and fix the game also.

I have the same problem, and I've already tried your way, like 4 or 5 times. I don't have CC-s, and my game is pretty new, I've installed it around a month ago, but I still have this problem. Do you guys habe any idea, what could I do about it? Should I re-install my game?
