Can't Tilt camera angle

Same here, everything was fine until recently and out of nowhere I can't tilt the angle using my mouse wheel and it is really starting to tick me off. I am surprised not many are having this issue and the ones who are, no one is giving them an answer that works. I am not an idiot and had already tried everything and made sure the options where as they should be. It is really ticking me off that I can't tilt using the mouse wheel anymore for some odd reason and I need a fix for this because it is driving me crazy and it also is making building ridiculously difficult. Someone needs to actually help those of us who are since it is rude that EA won't even bother addressing it probably because of the fact not many are having it apparently. 

And it sucks that I am getting no help on other forums I have posted my problem on. This was legit the only post that adressed the same issue I am having and there is not even any answers here. Please tell me how to fix this EA, anyone!
