CAS Story funds not distributing?

I've tried this on three different families so far and the results remain the same.

In my first file, I had two sims, out of eight, whose starting funds rolled High and one sim that rolled Above Average. The other five were all standard. When I went to place them in the world, the family's starting funds were the Single Sim base amount of 20,000 Simoleons.

I tested it two more times, both full houses, and made sure at least one Sim had High starting funds. Each time the family funds upon going into the world to find them a home was 20,000. 

It's not a detrimental issue but it was still alarming to have... very little funds for an 8-person, all adult household.
