Cats and Dogs/City Living Download issue

Hello!

My niece recently purchased both Cats and Dogs and City Living but noticed that she could not use any of the stuff those expansions offer. I tried to do some research on her specific issue, but I am not having any luck with finding a solution. She had a few mods installed, which I removed and the problem still persists. I've played around with build/buy mode, and sure enough nothing is showing. I then went to manage worlds, but was taken to the Downloadable Content page within the game when I try to select Brindleton Bay. I don't see any download button, just that she had already purchased them. However, when I mouse over the World, a small blurb pops up at the cursor stating that the game needs to finish downloading.

Is there anything that I am missing?
