Cheats Bar Not Appearing

Hey all! I’ve had a recurring problem, both before and after the most recent update, where my cheats bar does not appear after holding ‘CNTRL+SHIFT+C”. At first, it would appear maybe every other time I loaded my game, but as of today it hasn’t appeared once, even after loading my game 20+ times. I’ve tried everything I can think of, removing all mods and cc, repairing the game in origin, restarting my computer, holding different combinations of keys, and checking the sticky key settings on my computer in addition to deleting all possible screen capture programs. Anyone have any advice, I was in the middle of a hefty build and would love to be able to finish. Thanks!
