Children cannot create a social media profile when they have high charisma skill

Hey!

My children max their social skills which allows them to get mischief and charisma skills.  When the charisma skill is high, it says they can make social media profiles, but there's no option on the computer for it.  Only teens, adults, and elders can create social media profiles.  Help, please!
