Seems like similar issue was happening long before this new expansion came out. If you remember there was an option to throw a ball at your plant, as if the plant was a pet. It was annoying but playable.  I also had this bug on a residential playable lot, for some reason it was popping up above beds.

Did a game repair not work for you ? Have you also tested a fresh save ?
