Okay I ran the admin PowerShell, and it said:
Windows Resource Protection did not find any integrity violations.

@salteii That's good, and now you can try manually running the Windows updates as described. If DISM repaired something that was previously corrupt, there may be an update or two that were stuck and can now go through.
Anyway, since the game runs well in a clean folder, you can start adding your content to the new folder and testing. Any time you get a crash, you'll know that something in the last batch of files is a problem, and you'll need to split and retest until you find out which one is the culprit. If you have a lot of mods, it might be easier to download new versions that have been confirmed to work with the newest patch.
