Try to delete the fencing, and other objects around and on top of it? If that dosen't work, try exiting the game and un-installing it?

I've tried all of those suggestions, the only one that I can get to work successfully is deleting a wall, so that it isn't a "room" anymore. This is not a new occurrence, I've been experiencing this problem for a few months.
I see, so un installing the game does not work and the issue continues? Have you tried the 'Repair Game' option in Origin? If not, try that, it may work 🙂

No that did not fix my issue.

Are you trying to maybe delete terrain paint ? How are you trying to delete it ?
In Sims 4, due to the way Room system works, as of now you it is currently impossible to delete individual tiles in a "room", wether it is indoor or outdoor.
One workaround is to create a faux room by placiing walls to create a sub-room around the unwanted piece of floor and moving it or deleting it that way.
Another, is to just remove a piece of fencing/wall to disable the room altogether.
