I created a Retail/Mall lot in the new world (New Crest) and I can not figure out how to get workers to run the Venues/Shops on this lot. What do I do to get workers, either auto played or hired?
If you don't own the lot, you should get worker on there automatically every time you go there with your active Sim.
If you want the stores owned by your active Sim, you need to have your Sim buy it first through the phone and then you can go on the lot with the Sim and hire staff.
I'm having a similar issue to the original poster. I created a doughnut shop in New Crest. I gave it complete furnishings and a cash register, however when I visit it with my sim it's completely empty of employees. There does not seem to be any way to manage employees for the unowned business. Is this a bug?
As said above, you should get them.
Can you check the permade lots in Magnolia Promenade ? Do they have employees ?
How long are you waiting for NPCs to show up? Are other NPCs coming to the lot when you visit with your active sim? Have you double checked the requiremtnys for a retail lot and made sure the path to any required items is not blocked? Is there actually enough space at the front of the lot for 3-4 sims to lad in? Sometimes no room there can cause NPCs not to show up.

I'm having this issue too. Created a bakery, went to visit it as a customer (as I don't own it), no staff, no employees, no visitors. The lot is set as a retail lot, the paths are all clear and all the equipment they need is there, no mods or anything. Checked another store on the promenade and that seems fine, it has employees and other visitors.
Yes- it's the store I built myself on the empty lot. It is on PC and no freezer on the lot but thanks for letting me know it's not working. The store is a bakery with seating. I wanted to make a coffee shop but couldn't find an industrial coffee machine so just included a basic one! The kitchen is in a basement like in the promo video. The displays and register are upstairs. I'd also like to know how to lock the downstairs area for employees only!
The bug with the lice cold freezer should be fixed for PC .. but just making sure that's not it.
Does it work as expected when you own it ?
I don't know- none of the sims I play with have gotten rich enough and I don't really want to own a bakery, just run one. It's frustrating. I've just created another bakery on a brand new game using the prebuilt bakery room just to ensure I had the right items,and it still doesn't work. No employees turn up to run the place.
