I don't know- none of the sims I play with have gotten rich enough and I don't really want to own a bakery, just run one. It's frustrating. I've just created another bakery on a brand new game using the prebuilt bakery room just to ensure I had the right items, and it still doesn't work. No employees turn up to run the place.
Hey there! I am not sure if you still need the answer to this question but, the solution is to have another household buy the bakery, add all items that need to set to be sold and then re-sell the store. I usually use Judith Ward(Get Famous), the Landgrabs(Base game Desert), the Goths(base Game) or someone like that. They do not have to run it, just buy and set the items for sale before selling again. It was how I added the robots from University to retail stores. I hope this helps.
Edit: If no one can afford the bakery. There is a way to make anyone be able to afford it. First save the lot to your library. Then bulldoze the lot. Pick a household, buy the lot as a retail store. Go to manage worlds, mark the house as unplayed. I am insure if "other households" matters but make sure they are not a bright green diamond. Then go buy/build on the new retail store. The funds should now be infinite. Open the gallery and re-place your lot/retail store from your library. It should be as it was but now they have unlimited funds. Go back to manage worlds, pick that family and go to the lot to set items for sale. Sell the lot again and set that house to unplayed or press the heart in manage households to add them back to other households.

Hey @Hannakimi, thanks for posting your fix.
We would ask that going forward you not bump older threads such as this.
As this thread is quite old I've gone ahead and locked it.
