@Phynie Sorry for the late reply. Are you still having trouble with this? This might be as simple as an issue with the in-game resolution, so try putting the game in windowed mode at a resolution smaller than your screen and see whether it makes a difference.
Otherwise, do the keys all work independently of each other outside the game? Try using crtl-shift-Windows key-C instead, that is if your computer runs Windows.
It's also possible that you have a program running in the background that uses the same key combination, so shut down any other programs you have running while you play, at least long enough to test. And if you have an AMD graphics card, its software may use crtl-shift-C as well, so unbind that combination from its usual function to free it up for Sims 4. Let me know if you need help with this step.
