Custom content doesn't work

I have gone through dozens of forums and I am unable to find a solution to my problem.

My Sims 4 works absolutely fine, it starts up properly and all. I have a resource.cfg file in my mods folder (that I have replaced numerous times for testing purposes, however I am still using the right one), and all my CC is also in the mods folder. Whenever I open the game and go to options> view custom content, nothing shows up. It isn't listed or anything, and of course none of it shows up in CAS or on townies.

I have tried moving my mods folder onto the desktop and starting the game up, but it doesn't generate a new one; same goes with the resource.cfg file. I also tried moving the Sims 4 folder out of electronic arts and the game was apparently supposed to regenerate a new one, it didn't.

I uninstalled TS4 completely and reinstalled, and did all the same things, I can't find a solution.

I've also added mods in 1 at a time, made sure I have no sims 3 mods, I have mods/script mods enabled in game, everything. I have everything set up correctly yet it still isn't fixed. My game isn't corrupted either, its up to date and freshly reinstalled. There seems to be no one else having the same problem as me and I can't fix it, so I've resulted to posting on forums 🤔 I can also add any screenshots if it aids in finding a solution.

    Since the game doesn't recreate the mods folder or the resource.cfg, that's a sign that it's using a different folder.

    Have you tried searching your hard drive if there's another one ? Maybe a folder within the folder ?

    If you move the saves folder to the desktop, are all your saves gone or still in the game ?
