dine out sous chef hat

I'm not sure if it's a sous chef hat or not, but basically I can't access the tall hat that comes with the ready made chef outfits, meaning I can't change it's colour to match the outfit, which can h...

    There's an additional hat in the perks so maybe that'st he one and you need to unlock it first.
