I have the same exact problem, and I think I have it since the last update, or since I downloaded the new Cats and Dogs pack... (I don't have the CC is CAS problem, but every cc that is in the COMFORT section disappears right when I place it!) I tried deleting all my files in The Sims 4 folder and replaced my mods file, and nothing worked!
This is known to be CC related.
Remove all Mods and CC. Look for updates where you got it.
