@Cookeacookie Any content you own in Steam needs to be installed and played through Steam, and having two copies of Sims 4 installed may cause additional problems. So please uninstall the game through the EA App, restart your computer, and try installing only the packs you own (not another copy of the base game) through the EA App. If the game is still installed through Steam, your EA App-owned packs should install into the Steam version.

You may need to clean-uninstall both copies and reinstall through Steam to get everything to work together.
@SansGelatine This is a Known Issue and as such, it's not necessary to ask anyone to create an EA App error report or engage in any other generic troubleshooting steps.
