Doors and gates aren't locking!

My doors and gates aren't locking on my retail lot! No matter how many times I try, customers and employees are still getting in to areas that I have locked them from!
I have restarted the game multiple times, tried replacing doors and gates, and it still isn't working!
Help?!

Do you have any mods or CC (custom content)? Try taking that out.

Have you tried repairing the game? Right-click on the box art in Origin should have the option to repair the game. In many cases this would fix some of the bugs.
