Double "Options.ini" files?

I am in the process of backing up my computer manually as I need to send it in for check up/repair. As I'm going through copying the important TS4 folders I just noticed I have two of options.ini ...

    @naauli Yeah, not sure where they were coming from. I think it's safe to delete them and just move on playing.

I just started the game, went into a household for a bit, then closed the game down. The files do not replicate. Strange!
